What we could not confirm

Left out, and why

  • Whether the 0.25% Special Infrastructure Development fee is charged today: the 28 Feb 2023 Gazette names it (and waived it for March 2023 only), but no official page we found says it is charged now. It is left out of the total unless you turn it on.
  • E-stamp service charges of the stamp vendor or bank: not in the official table, so not added.

On a ₹1 crore flat bought by a man that is ₹8,00,000 plus ₹1,00,000 registration. The same applies in New Chandigarh, Kharar, Dera Bassi, Banur, Rajpura. Rates as checked on 30 Oct 2026.

Punjab (Mohali, Zirakpur, New Chandigarh, Kharar, Dera Bassi, Banur, Rajpura)

  • Not confirmed: E-stamp service charges of the stamp vendor or bank: not in the official table, so not added.

Chandigarh UT (Chandigarh)

The Chandigarh Administration’s table gives one rate for every buyer, so a woman or a joint buyer pays the same here.

  • Not confirmed: Many websites quote 6% for Chandigarh. The Chandigarh Administration’s own table says 5%, and we found no official notification of a change — so 5% is used, as that table states it.
  • Not confirmed: A concession for women: not in the official table.

Haryana (Panchkula)

Haryana’s official calculator has a rate for a man and for a woman, but none for a joint purchase — so a joint buyer is not offered here. Ask the Sub-Registrar how a joint deed is charged.

  • Not confirmed: A rate for a man and a woman buying jointly: not in the official calculator, so that option is left out.
  • Not confirmed: The registration fee: the Revenue Department’s fee table goes up to ₹50,000, but its own online calculator showed a lower fee (₹15,000 on ₹1 crore). The table is used here; the Sub-Registrar’s figure is the one that counts.
  • Not confirmed: We could not find the number of the notification behind the 7% / 5% stamp duty; the rates are the ones the official calculator applies.

GST on an under-construction home

  • Under construction — 5%: 5% without input tax credit, for a home that is not an affordable home
  • Under construction, affordable — 1%: 1% for an affordable home: carpet area up to 60 sq m in a metro city or 90 sq m elsewhere, and a value up to ₹45 lakh

Stamp duty & registration — FAQs

What is the stamp duty on property in Mohali and Zirakpur?
In Punjab stamp duty is 6% for a man (or two men), 4% for a woman (or two women) and 5% for a man and a woman jointly, plus a 1% Social Infrastructure Cess and a 1% PIDB fee — 8%, 6% or 7% of the value in all — and a registration fee of 1%, at most ₹2 lakh. Do women pay less stamp duty in Punjab?
Yes. In Punjab a woman pays 4% stamp duty against 6% for a man — 6% instead of 8% in all with the cess and PIDB fee — and a man and a woman buying jointly pay 5% (7% in all). On a ₹1 crore home that is about ₹2 lakh less for a woman. Confirm the current rate with the Sub-Registrar before registration. This is not legal or tax advice; check with a CA or lawyer, and with the Sub-Registrar, before registration.
What is the stamp duty in Chandigarh?
The Chandigarh Administration’s published table lists 5% stamp duty on a sale deed and a registration fee of 1%, at most ₹10,000 — the same for every buyer. On ₹1 crore that is ₹5,00,000 plus ₹10,000. Many websites quote 6%; we found no official notification of that, so check the current rate with the Sub-Registrar, Chandigarh UT.
What is the stamp duty in Panchkula?
Haryana’s official calculator charges 7% for a man and 5% for a woman within municipal limits (5% and 3% outside them). On ₹1 crore inside the limits that is ₹7,00,000 for a man and ₹5,00,000 for a woman. The registration fee is a fixed fee by value, up to ₹50,000 in the Revenue Department’s table. It has no joint rate, so that option is not offered.
Is stamp duty charged on the price I pay or on the collector rate?
On the higher of the two. In Punjab, Chandigarh and Haryana stamp duty is charged on the deal value or the collector (circle) rate of the area, whichever is higher. If the collector rate of your plot or flat is above your price, enter the collector-rate value in the calculator.
Is GST charged on a flat as well as stamp duty?
Only on a home bought while it is under construction. GST is 5% of the price for most homes and 1% for an affordable home (carpet area up to 60 sq m in a metro city or 90 sq m elsewhere, value up to ₹45 lakh), under the rates in force since 1 April 2019 (FAQs on real estate (F. No. 354/32/2019-TRU)). A ready home with its completion certificate carries no GST. Stamp duty is charged in both cases.
What other costs should I plan for when buying a flat?
Besides stamp duty, cess and the registration fee: GST on an under-construction home, preferential location charges (PLC) for a corner, park-facing or higher floor, car parking, club membership, and maintenance or a maintenance deposit. Enter them under "Add other costs" to see the total. Ask the builder for a written cost sheet before you book.
