Eco City New Chandigarh, Phases 1 to 4: Status, Plot Sizes and Resale Paperwork
Property1313 Team · October 17, 2026 · 8 min read

Quick answer: Eco City New Chandigarh is GMADA's plotted township near Mullanpur, built in phases. As of 30 October 2026, Eco City-1 (about 400 acres, 836 plots, launched 2011) and Eco City-2 (289 plots in a 2020–21 scheme, 200 to 2,000 sq. yards) are developed and change hands on resale. Eco City-3 (about 750 acres) is in acquisition, with land pooling options issued in February 2026. Eco City-4 is at the public-hearing stage, fixed for 12 November 2026.
Eco City comes up in almost every New Chandigarh conversation we have. Some buyers want a resale plot in Eco City-1 or 2. Some have been offered an "Eco City-3 LOI". A few have heard that a fourth phase is coming. These are very different things on paper, and the paperwork for each is different too. This guide sets out what each phase is, what official records and dated press say about its status, the plot sizes on record, and what to ask for on a resale.
Eco City New Chandigarh at a glance (October 2026)
| Phase | Area on record | Status as of 30 Oct 2026 | Plots on record |
|---|---|---|---|
| Eco City-1 | About 400 acres, by land pooling | Developed; resale market | 836 residential plots |
| Eco City-2 | About 387 to 450 acres (sources differ) | Developed; plots allotted by draw in 2021 | 289 plots in the 2020–21 scheme |
| Eco City-3 | About 750 acres | Land acquisition under the 2013 Act; land pooling options open in Feb 2026 | Pooling plots of 200 to 500 sq. yd; no public scheme yet |
| Eco City-4 | About 518 acres in four villages | Public hearing on 12 Nov 2026 | None yet |
Sources and dates for each row are in the sections below.
Eco City-1: the first phase
GMADA's own Eco City page describes Phase-I as 400 acres south of MDR-B at Mullanpur, acquired through 100% land pooling, with 836 residential plots. The scheme was launched in 2011 and drew about 1,60,000 applications, according to the same page. Development of roads, public health, electrical and horticulture services was given to Larsen and Toubro, at a project cost of ₹151 crore.
That page has not been updated in detail for years; it still gives an expected completion date of January 2014. Treat it as history, not as a current status report. GMADA invited a tender for public health services in Eco City-1 in August 2024, which tells you upkeep work is still going on.
For a buyer today, Eco City-1 is a resale market. Plots here were allotted years ago, many have changed hands, and some have been built on.
Eco City-2: the second phase and its 2021 draw
The Tribune reported on 30 December 2020 that GMADA had offered 289 residential plots at Eco City-2 at ₹25,000 per square yard, in sizes of 200, 300, 400, 450, 500, 1,000 and 2,000 square yards. The draw of lots was held on 22 February 2021, as reported by The Tribune on 17 February 2021. Our GMADA plot scheme guide explains that scheme's payment plan in detail.
Eco City-2 also has group housing. One RERA-registered project we list there is Opus One (PBRERA-SAS81-PR1267), with 3+1 to 5+1 BHK apartments:
GB Realty Opus One · Eco-City 2, New Chandigarh · ₹3.63 Cr onwards
Note: Press reports give different areas for Eco City-2. GMADA's page speaks of about 450 more acres for Phase-II, while a Tribune archive report puts the land acquired for Eco City-2 at 387 acres. We show both rather than pick one.
Eco City-3: in acquisition, with land pooling
Eco City-3 has had a long road. The Tribune reported on 10 August 2024 that it is a 750-acre project in villages including Rasulpur, Salamatpur, Dhode Majra, Takipur, Rajgarh, Majra, Kartarpur, Kansala and Hoshiarpur, all in Kharar sub-division. It was proposed in 2016, scrapped in July 2020 for want of funds and a weak response to land pooling, and revived in August 2022.
On 19 September 2025, after the state withdrew its Land Pooling Policy 2025, The Tribune reported that Eco City-3 land would be acquired under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
The latest official step we found is a public notice from the Land Acquisition Collector, signed on 6 February 2026 and posted on GMADA's website, telling owners whose land was acquired for Eco City-3 that land pooling options were open. It lists residential plots of 500, 400 and 200 square yards, and 100-square-yard commercial plots for owners who choose a mix (read the notice). GMADA's home page also links an updated Eco City-3 land pooling form and an Eco City-3 award notice.
What does that mean for a buyer? Eco City-3 has no public plot scheme yet. What trades now are landowners' pooling entitlements. Read our GMADA land pooling guide before you consider one.
Eco City-4: the newest phase
GMADA's public notices for October 2026 include one for Eco City-4. The Land Acquisition Collector, Department of Housing and Urban Development, gave notice of a public hearing under Section 16(5) of the 2013 Act for land to be acquired for the Eco City-4 residential project under the New Chandigarh master plan. The notice, signed on 22 October 2026, lists:
| Village | Area (acres) |
|---|---|
| Kartarpur | 169.6750 |
| Boothgarh | 154.9167 |
| Rajgarh | 10.1813 |
| Kansala | 182.9563 |
That is about 517.7 acres in all. The hearing is set for 12 November 2026 at 12 noon, at the gurdwara in village Kartarpur, before the Administrator R&R-cum-Additional Deputy Commissioner, Mohali, and affected owners can give their views and objections (GMADA public notices).
So Eco City-4 is at an early stage. There are no plots, no LOIs and no scheme for it. Anyone selling an "Eco City-4 plot" today is selling something that does not exist on paper yet.

- Eco City-1: GMADA's page gives the number of plots (836) but not the sizes. Check the size on the seller's allotment letter or conveyance deed.
We have not listed sizes we could not find in an official document or dated report.
Resale paperwork for an Eco City plot
A resale plot in Eco City-1 or 2 is a GMADA property, so the paperwork runs through GMADA's Estate Office. Ask the seller for:
- the allotment letter (or re-allotment letter, if the seller bought it from someone else);
- GMADA's account statement or property ledger for the plot, showing nothing outstanding;
- the no due certificate (NDC);
- the conveyance deed, if full payment was made and the deed executed;
- if no conveyance deed yet, GMADA's permission to transfer, which the seller applies for;
- the building plan approval and occupation certificate, if there is a house on the plot;
- the seller's photo ID, matching the name on all of the above.
GMADA allotments carry a period within which the owner must build; for auctioned residential plots, the 2025 e-auction policy sets it at 3 years from possession, extendable for a fee, and scheme plots follow their own allotment letters. GMADA's transfer application form lists an extension fee for sites without a completion or occupation certificate, rising with the years since allotment. Ask whether any is due on an empty plot.
What to check: Ask for the plot's property ledger from GMADA's website before you agree a price. Unpaid instalments, interest or extension fees stay with the plot.
The full sequence, with GMADA's own time limits, is in our GMADA resale checklist.

Plan a visit
Eco City is easier to judge on the ground than on a map: which pockets are built up, which roads are finished, how far the market is. Call or WhatsApp Property1313 on 89100 01313, or book through the contact page, and we will plan a visit around the plots or projects you want to see.
